Business Review: Victorian City Art & Frame opens 2nd location

Last year was full of changes at Victorian City Art & Frame.

In July, Victorian City Art & Frame opened a second location in Oil City, at 211 Seneca St., across from the National Transit Building. Owner Kyla Parkinson applied for a $2500 grant in April through ARTS Oil City Creative Ventures, partnered with Pennsylvania Council on the Arts and was awarded the full amount. Oil City Art & Frame has a focus on traditional framing with hand tools, but also offers full design support through the Franklin center of operations.
